Neutral rating because I didn't speak to anyone, but because there was a few seconds pause, I hung up, because that delay indicates a machine is switching me to someone, rather than a person actually calling me. (People answer a hello with a hello, not a very long pause.)

A mandarin speaking woman purportedly said that there was a document for me from the Chinese embassy, wanted me to dial 9 to retrieve. I asked my housemate who understood Mandarin to listen to the message.
