Apparently they are allowed to call numbers on the do not call list. What is the point of having such a list if these people are allowed to call numbers on it

Yeah. Probably worse. The Do Not Call Register says "Registered numbers can still be contacted by exempt organisations. These include registered charities, research companies, registered political parties and educational institutions."
