It seems that the range of numbers 02840406xx is used by some robo caller, in most cases people describe this number just like "they called me and when I picked up they hang up". Everywhere the same story. When trying to call back, the number is not operating / not connected - so probably one-way gateway just for outgoing calls, some call centre testing if your line is alive. Block it...
