I answered the call, there was significant background noise, no one spoke on the other end. As soon as I said, "Hello" they hung up on me. They have called me twice in the space of 2 days. I have now blocked the number.

avoid, its a pre canvassing of numbers to send as good numbers list where a human answers. Its a scam. Normal people or business don't use recordings. Its a clear scammer collecting numbers for resale.
