"Austraian Insurance Brokers" telemarketing personnel. Won't state WHO/HOW they got your mobile number, merely non-specific 'public databases, competitions, etc...' reply. Possibly sourced from Gumtree au marketing database, (or merely dialling up/down numerically through the ranges of mobile numbers?).
