Could hear a lot of people in the background vaguely asking the same questions. So my guess is it’s a telemarketer centre because of the simple fact that anywhere decent would leave a message with their company name and a polite “please call back” phrase. I don’t think he realised he was leaving a message bank because I heard him talking in Korean I think and he was talking to someone else.

Seems to be some call center, I can see more similar numbers (all the same range - 02831732xx, just last 2 or 3 digits different) reported here already - stocks and telemarketing mostly. No idea who is behind it, they left no message, no VM. I really don't answer unknown numbers, tried to dig some info about this number first on internet, but no luck so far. People did someone answer it?
