This number is Telstra, so that in itself should explain everything in regards to any annoyance, frustration and grievance that you may have had with getting this anonymous number. Rings, but: doesn't ring long enough to answer; doesn't always reply when you answer (leading one to assume a scam-caller or weirdo is calling); too lazy to leave message on message-service; too lazy to give any detail in a message left; time-consuming chase-around to find out what is or may be wrong. Telstra: Management Fat-Cats and Shareholders first; Customers last.

'Good news' scam (Scam call) reported by MKW
person called saying they had good news about changes to my data plan. I said what changes - but of course couldn't tell me until I confirmed I was the account holder. Then asked me to confirm my name and home address. I immediately knew it was a scam - said I wasn't the account holder. He then asked if I was in the same household, in which case he could talk to me. I said what address - he said he couldn't tell me until he had confirmed my identity! I hung up.

the person that called typically did not have an Australian accent, they initially told me they were from Telstra, that they wanted to tell me the download limit on my broadband plan was going to change and then launched into the usual questions about my name, dob and blah blah so 'he could confirm he was talking to the account holder' at which point i naturally told him I was never going to tell anybody that calls me any personal information and hang I then hung up. Nobody called back.

Same experience. Got call out of the blue and the operator said they have information about changes to data limit on my broadband plan. They the immediately asked for my security details for the account. When I questioned which account they could not not tell me. This may be a legitimate Telstra call centre, but I suspect it was a scammer call after my details... Which could be operating out of a Telstra number. They called me relating to an account and yet they didn't even know my first name. If they had my account information including data limit (the supposed nature of the call) then why wouldn't they have at least my name. Dodgy for sure. Targeted scam given the NBN roll out ATM..
